A set of Mercantilism Laws were established far before the american Revolution, but were never enforced, causing an unrestricted flow of trade and emerging a strong economy for landowners and merchants albeit a poor quality of life for labor workers.
The British government had established the Navigation Acts in the 1600's passed by Parliament. The Navigation Acts were a set of laws which followed standard Mercantilism ideas that include a trade system restricted within your own country and these acts for the most part were not enforced strictly; in fact most colonists did not believe that smuggling and piracy was considered a crime. Some successful business men even payed their achievements were largely through piracy and the smuggling of goods. Colonists did not have any representatives in Parliament in the British government. Although the thirteen colonies were part of the British Parliament they did not follow the acts established by them which weren't strictly punished and did not have political representation. The thirteen colonies had unenforced Mercantilism laws which allowed for an emerging economy before the American Revolution as could be seen in the increasing success of cash crops within the region.
